Why is it so Hard to Count Terrorists?

Never before in our history, have we had the number of cameras and other sensors at our fingertips to answer the pertinent questions of “how many attackers” or “what happened”?  Never before have we been so well informed, and paradoxically so utterly un-informed. It’s time to change that.
